Accessibility of Persons With Disabilities to Study in Higher Education Institutions

The Indonesian government has prohibited universities from refusing students with disabilities to study in universities. This is clearly stated the Regulation of Minister Research and Technology - Higher Education, Number 46 2017 concerning Special Education Service Education. But unfortunately, there are still many that refuse accept persons their educational institutions. intended answer question why reject special needs what best solutions so can gain access higher education. a qualitative research phenomenological approach because it describes specific, profound phenomenon obtains essence participants' life experiences at particular phenomenon. Data was collected through semi-structured interviews 20 who graduated Schools experienced rejection when applying college. results this indicate need consider four aspects managing programs order create inclusiveness institutions, namely Availability, Accessibility, Acceptability, Adaptability. In addition, stricter supervision needed impose sanctions on disabilities.
